The Hearts and Minds safety programme was developed by Shell Exploration &Production in 2002, based on research with leading universities since 1986, and is being successfully applied in Royal Dutch/Shell Group (Shell) companies around the world. The programme uses a range of tools and techniques to help the organisation involve all staff in managing Health, Safety and Environment as an integral part of their business. Collectively, these tools and techniques are known as the Hearts and Minds Toolkit. Now, for the first time, this state of the art Toolkit is available to those outside the Shell Group, thanks to a publishing agreement between the Energy Institute and Shell.
Both inside Shell and in the wider industry it is becoming clear that a solidly implemented HSE management system is an essential basis for good HSE performance, but that outstanding HSE performance can only be achieved if the "culture" is right. The Hearts and Minds research sponsored by Shell companies has resulted in a close co-operation with research institutions, in particular the Leiden, Manchester and Aberdeen universities, in which several methods have been developed to understand and change culture. All profits generated by the sale of this material will be used to update the material and fund future research aimed at helping companies improve their HSE performance.
On this web page the completed tools of this research will be introduced. These tools are designed to be used in short sessions and have been made attractive, or fun, so that people are keen to participate. Therefore a lot of attention has been given to the design and colours and you are therefore discouraged to make black and white copies. For the same reason some of the tools will only be available from EPS-HSE.
There is a set of high quality tools which are available to Shell companies in the form of maintained packages of brochures, slide presentations, instructions etc.
To provide guidance and support on the use of these tools, a Hearts and Minds strategy has been developed in the form of an overall Roadmap, which is available here.
